Colonization

Industrialization near "low property values" 

Massive corporations don't just accidentally colonize historically BIPOC towns. Years of redlining (racist lending practices) have segregated towns. The ones that become economically disinvested and environmentally exploited, are those with a predominately BIPOC population.

Disposable People

Capitalism functions and prospers off the discrimination of BIPOC communities.

The disproportionate industrialization of BIPOC towns to predominately white populated towns, is a form of systemically racists acts. These massive corporations industrialize and deindustrialize filling towns with toxic air and contaminating lands with waste.

Gentrification

Why don't these discriminated communities leave toxic towns?

Industrialization will cause "white flight" or the gentrification of historically BIPOC neighborhoods. Communities less populated by white people will be viewed as low income communities. Towns that become gentrified by white people, will become financially difficult for BIPOC communities to afford. This viscous cycle maintains BIPOC communities in sacrifice zones.
